Quests and dynamic mod compatability

Does anyone know if there is a way to enable/disable quests based on if a different mod is installed?

The idea here is that depending on what other mods may be installed quest content and their rewards/penalties could change.

My first thought is no way, no how, at least not with Millenaire is currently coded to work. But I could be wrong.
