Another "not enough space" problem

Hello everybody,

I have an issue with my gros bourg, villagers won't build the second fountain, "not enough space".
Here is the map of the village :

There is a lot of space now that I've filled the water in the lower left corner (red lined squares)...
I've tried to change the radius but it doesn't seem to do anything as the green part of the map don't expand...
Any idea ?
