As it stands now currently villagers don't recognize the void and often drop to their deaths and villages spawn right on top of the void with the villagers unable to work most of the jobs (they seem to be able to still plant rice in a limited way, but can't really move between buildings). I would like to suggest the following;
1. Void forgiveness for villagers, where they are teleported back to their homes (or town center if there is no home).
2. When spawning, if millionaire detects there is no bedrock at layer 0 it spawns a island x distance above layer 0 (configurable?) and is at least 6-8 blocks deep then spawns village on top of that. The island could perhaps span 50%-75% of the villages max working area resulting in the player still having to personally expand said island so the village can have the max workable area. Lone buildings and quest stuff should probably also spawn on their own tiny islands as well.
A short term solution while that is being worked on would be to simply prevent it from spawning on the void (make the air block on layer 0 a invalid spawning area?) AND make village wands craftable so people can build their own islands then spawn in the village.
