The hunters could walk around and then come back at the end of the day with polar bear flesh spawned as if they had a successful hunt. There already is a 'farm' which is an open field that cows spawn in. I guess there could be a polar bear spawner added to that too but I worry that the polar bears ...

It can be set so that additional cultures need to be set to true in the configs, have base cultures be default to true and any other cultures be default to false. Well, the Pigmen culture that I'm making would require you to make it to the Nether, but they wouldn't spawn there.
