The biggest hurdle is 1.8.9. There are a lot of things in the mod that are effectively incompatible with any version beyond 1.7.10, so it needs almost a full rewrite to go over to 1.8.9. Once the full 1.8.9 version hits, it should also be much more future-proof, making the conversion of 1.8.9 to 1.9...

There's a maximum radius in the Millénaire config files - villages won't exceed that radius, but they'll try to cram whatever they can in there pretty much at random. You can check one of the town center's signs to see which buildings might be built.

The Millénaire installer is notorious for not working. Just download the mod itself, unpack the files, put the files and folders in "put this in mods folder" folder in the mods folder that Forge adds, and you're done.

This is on purpose - to keep things from getting laggy, villages unload their chunks when you get far enough away.

You could probably put a chunkloader from ChickenChunks somewhere in the village (I reccommend doing this in your own house) to keep it loaded.

Exactly what it says on the tin, this time - the Youkeika is effectively being useless for me. I can stand anywhere in the building and there is no-one selling anything. On top of that, no chicken is ever being cooked despite there being an oven.

I can verify that it doesn't work when you put it in the version subfolder. That's not meant to hold actual mods, moreso shared APIs that the mods use (for instance Thaumcraft will put Baubles in the version subfolder)

Depending on distance, you could put a Nether portal in both homes and then travel through the Nether (which is significantly smaller travel distance). That's the only way to speed it up without other mods, bar remembering coördinates and using cheat mode.

Are paths supposed to be transparent for grass-growing purposes? I've noticed on a few occasions that grass can still grow underneath path blocks (even the non-slab variations).

Fill up that lake in the southeast. Only one that seems even remotely possible without MCEdit.
If you do have MCEdit, Flood Fill the river and the lake with grass blocks.

Are you sure the villager you're trying to give the fish to is the correct one? The correct villager should have [Fishing Frenzy] above her head just like the Fisherman that started the quest. Check the rice fields and the village center just in case.

If I'm not mistaken, Millenaire villages chunkload themselves up to a config'able distance. The only maximum that config option has is what your computer could handle.

Many 1.7.2 mods do work with 1.7.10.

Millenaire is among them, as long as you do a fresh install. At least, I have it working. Only bug I've found is an increased penchant for the OnUpdate error spam.
