I think the dev considered making the forbidden blocks configurable but then decided against it, keeping only lava and cactus. Darn. That would have been perfect for this situation. Hmm... The config file has a "forbidden blocks" setting, second from the bottom. I used NEI to try to figure out the block IDs, and added them, but it hasn't worked.

Sadly, the Streams mod appears to be entirely hard-coded. I put in a question on the thread about the block IDs.

I am using Millenaire in a modded world that also includes the Flowing Rivers mod. Unfortunately, apparently FR uses a different block ID than normal water, and Millenaire doesn't recognize it as water. The village map not generating is definitely a bug, and I've seen it too. I believe that it's caused by setting the village radius in the files too high. You can make this lower yourself and see if that fixes it. I will be decreasing it in the next version, whenever Millenaire is updated to 1.7.x. ...
