As far as I know, no, it is not possible to do something like that. Anything that is a TileEntity currently has to be a hard coded exception and I don't believe that signs with custom text are in there. I try to get more information, and some plugins have colored signs. But in vanilla isn´t posible...

Normally is in ".minecraft\mods\millenaire-custom\custom" cultures in the folder you need drop the contents of the custom culture. But I recommend to create a backup of millenaire vanilla and overwrite the files in ".minecraft\mods\millenaire\cultures" (In my opinion works better). And normally the ...

One thing is the space you think and other the space need millenaire. Sometimes the building tags have 4 or 5 space needed to build it. The game correct your spawning. I you see a text like "Problem at N 3m: Clash with an other building", go far away (to south) and try again. F3 help the orientation.

As far as I know, The only "thing" military is the fort. Later you can select with the village wand the buildings you like to create your village. The fort is the core building, and I think you can´t select other type of building.
